The Kullu–Manali valley follows the upper Beas, and the highway, towns and orchards sit on its narrow floor and terraces. In big monsoon floods the Beas and its side nallahs have washed away stretches of road, embankments and buildings, and rebuilding with protection that survives the next flood is the core of the work.

The monsoon runs from about July to September and winter is cold at the head of the valley. Works are built from autumn to early summer.
River-facing walls and aprons: heavier wire (3.00 mm galvanized or PVC coated) — the river carries boulders in flood.
Slopes: 10×12 boxes and 8×10 rockfall netting.
Fencing: chain link to IS 2721, welded mesh to IS 4948, barbed wire to IS 278 and concertina coil — galvanized or PVC coated.
