PVC coated GI wire starts as galvanized mild steel wire — already protected by its zinc layer — and adds an extruded PVC jacket over the top. The zinc guards the steel electrochemically; the PVC keeps water, salts and soil chemicals away from the zinc.
The result is a dramatically longer service life in exactly the conditions that destroy bare wire: permanently submerged works, tidal and coastal zones, and ground with aggressive chemistry.
