Everything here falls in two chapters of the tariff — 72 (wire) and 73 (articles of wire) — and all of it carries 18% GST.

18% GST is charged as 9% CGST + 9% SGST within a state, or 18% IGST between states. The September 2025 GST rate changes left these chapters at 18%.
Gabions, mesh and most fencing sit in heading 7314, “cloth, grill, netting and fencing, of iron or steel wire”. It splits on two questions — is it welded or woven? and what is it coated with?:

Gabions, revet mattresses, hexagonal mesh and chain link are woven, not welded, so they fall in 7314 41 (galvanized) or 7314 42 (PVC coated). Welded mesh falls in 7314 20 or 7314 31 depending on its wire diameter and opening size.
Both lines sit under the same subheading, other netting, plated or coated with zinc, and both carry 18% GST. 7314 41 10 is “wire netting” — the natural fit, since a gabion box is woven wire netting folded into a box. 7314 41 90, “other”, is used by some suppliers who treat the box as a made-up article rather than netting. Customs data shows gabions shipped under both.
The practical rule: pick one line and use it consistently — on the invoice, the e-way bill and, for exports, the shipping bill. For PVC coated boxes the same choice is between 7314 42 10 and 7314 42 90.
Heading 7217 covers wire of iron or non-alloy steel. Zinc-coated (GI) wire is 7217 20, split by gauge: “18 SWG and below” means gauge numbers up to 18 — wire 1.22 mm or thicker. Every gabion wire, 2.20 mm lacing to 3.90 mm selvedge, is therefore 7217 20 10.
PVC coated GI wire is less clear-cut. The plastic coating is not a metal coating, which points to 7217 90 99 (“other”); many invoices still use 7217 20 10 because the core is galvanized. Both are 18%. Once the wire is woven into mesh or a gabion, it is classified as the finished article under 7314, not as wire.
Heading 7313 covers fencing wire. Barbed wire — line wires twisted with barbs — is 7313 00 10. Concertina coil is made from barbed tape rather than barbed wire, which places it on the second line, 7313 00 20, “flat wire, barbed or not, of a kind used for fencing”; some suppliers bill it as 7313 00 10. Chain link is woven netting and belongs in 7314 41 10 or 7314 42 10, not 7313.
Classification is the responsibility of whoever issues the invoice or files the shipping bill. These codes follow the published tariff descriptions; your chartered accountant should confirm the line for your exact product, especially where two lines could apply. Exports, including to Bhutan, are zero-rated for GST.

Barbed wire is 7313 00 10. Concertina coil, made from barbed tape, is usually 7313 00 20. Both are 18% GST.
7314 41 10 for galvanized and 7314 42 10 for PVC coated chain link — it is woven wire netting. GST is 18%.
7314 20 10 where the wire is 3 mm or thicker and each opening is 100 cm² or more; otherwise 7314 31 00 for galvanized welded mesh. GST is 18%.
7217 20 10 for galvanized wire of 1.22 mm (18 SWG) or thicker, which includes all gabion wire. GST is 18%.
